Dicty

Dicty is a viewer application designed for dictionaries in the popular StarDict format. It provides access to a wide array of free dictionaries that can be utilized on your iPhone, iPod touch, or iPad.

Please note that Dicty does not come pre-loaded with dictionaries. Users can access a wealth of free dictionaries online and download them within the application or transfer them via iTunes.
